The Wassenaar Arrangement Established to create regional and international security and stability by promoting transparency and greater responsibility in transfers of conventional arms and dual-use goods and technologies. Participating States will seek, through their national policies, to ensure that transfers of dual-use goods do not contribute to the development or enhancement of military capabilities and are not diverted to support such capabilities.

Department of State, Directorate of Defense Trade Controls (DDTC) The Directorate of Defense Trade Controls (DDTC), Bureau of Political-Military Affairs, in accordance with ยงยง 38-40 of the Arms Export Control Act (AECA) (22 U.S.C. 2778-2780) and the International Traffic in Arms Regulations (ITAR) (22 C.F.R. Parts 120-130), is charged with controlling the export and temporary import of defense articles and defense services covered by the United States Munitions List (USML). Their primary mission is managing license application for defense trade exports and handling matters related to defense trade compliance, enforcement, and reporting.

Office of Foreign Assets Control The Office of Foreign Assets Control (“OFAC”) of the US Department of the Treasury administers and enforces economic and trade sanctions based on US foreign policy and national security goals against targeted foreign countries, terrorists, international narcotics traffickers, and those engaged in activities related to the proliferation of weapons of mass destruction. OFAC acts under Presidential wartime and national emergency powers, as well as authority granted by specific legislation, to impose controls on transactions and freeze foreign assets under US jurisdiction. Many of the sanctions are based on United Nations and other international mandates, are multilateral in scope, and involve close cooperation with allied governments.

NRC’s mission is to regulate the nation’s civilian use of byproduct, source, and special nuclear materials to ensure adequate protection of public health and safety, to promote the common defense and security, and to protect the environment.
